Banner Link - how? WHY? IT WON'T WORK?!?!?!?!

Hi! I am about ready to pull out some hair. I inserted the code for the banner with link, but the code only shows up - for instance:

Can't get this to work ANYWHERE! Anyone tell me what I am doing wrong?

The frustrating part is that works in the HTML survey site when I test it. Maybe I really needed to take that adult evening school web-design class ten years ago
